Detailed Description

Every threshold the tag applies, as one value set.

The nominal set is read off StripSumScatterConfig (StripSumScatter::NominalThresholds); the cut-variation systematic shifts one field at a time (StripSumScatter::ThresholdVariants) and re-runs the same tag, so the count's sensitivity to each threshold is measured by the code that applies it. smooth_nsigma is the one event-level threshold in the set: the fill applies it once per event (StripSumScatter::IsSmooth) and re-applies a variant's value the same way.
